IOC Blue Economy Action Plan and Maritime Security Review (2025)

Review and update of the regional Blue Economy Action Plan for the Western Indian Ocean, including assessment of progress since 2019 and identification of implementation gaps. The work also examined the economic costs of maritime insecurity and proposed financing options to strengthen regional cooperation.
